Piétons en situation d’évacuation

Initialement conçu pour étudier des personnes en situation d’évacuation, le logiciel Pathfinder est tout à fait adapté à la représentation des circulations horizontales (d’un espace à un autre par portes et couloirs), et verticales (ascenseurs et escaliers) afin d’y identifier :

Les congestions, et leur impact sur la fluidité des déplacements,
Les goulets d’étranglement (ou « effet sablier » : au pied d’un escalier, au passage d’une porte, etc.),
Les trop fortes densités (pouvant constituer un « point noir » dans les bâtiments, voire un péril pour des personnes),
Les temps d’évacuation hors délai, dans un contexte spécifique donné.

De manière autonome (après une courte formation) ou avec nos services, votre entreprise peut construire le modèle qui représente le plan d’évacuation, et « jouer avec » pour découvrir l’impact de modifications des points de rencontre, points de sortie, itinéraires, etc. et ainsi optimiser le plan d’évacuation avant l’exercice d’évacuation.

Une obligation légale

Le code du travail est clair sur les exercices d’évacuation : Art R4227-39 « La consigne de sécurité incendie prévoit des essais et visites périodiques du matériel et des exercices au cours desquels les travailleurs apprennent à reconnaître les caractéristiques du signal sonore d’alarme générale, à se servir des moyens de premier secours et à exécuter les diverses manœuvres nécessaires.

Ces exercices et essais périodiques ont lieu au moins tous les six mois. Leur date et les observations auxquelles ils peuvent avoir donné lieu sont consignées sur un registre tenu à la disposition de l’inspection du travail. »

Conduire un exercice d’évacuation est une obligation bisannuelle. La plupart du temps cet exercice doit avoir lieu en vraie grandeur et lorsqu’il s’agit d’un site industriel ou d’une entreprise du secteur tertiaire, la production est stoppée pour le site concerné lors de l’exercice d’évacuation. La durée de l’exercice varie de quelques dizaines de minutes à parfois plusieurs heures après le déclenchement de l’alarme incendie/évacuation. En effet, le responsable sécurité du site a l’obligation légale de s’assurer que chaque salarié a évacué le site et rejoint le point de rassemblement convenu, y compris les personnes en situation de handicap. Aussi la durée de cet exercice est directement liée à la qualité du plan d’évacuation défini pour le site considéré.

Un enjeu de sécurité ET de productivité

Définir un plan d’évacuation efficace est non seulement un impératif de sécurité évident, mais c’est aussi un enjeu de productivité souvent non négligeable lorsque l’on sait la production non réalisée lors des deux simulations d’évacuation annuelles. Au-delà de l’aspect sécurité évident, la durée consacrée à cet exercice a un impact direct sur la productivité le jour de l’exercice. Chaque seconde gagnée sur le temps d’évacuation est un gain valorisable et pérenne pour l’entreprise.

Conseil et transfert de compétences

En matière de sécurité la responsabilité ne se délègue pas. Ce sont les responsables de l’entreprise qui rendent compte au CHSCT et non pas leurs « conseils ».
